1. What happens if there is a tie in the result? 

If there is a tie in the result then use bike, auto, car in that order. Which means if you get auto and car tied, print auto. If bike and car are tied, print bike and if bike and auto are tied, print bike.

2. Is the input RAINY 40 25 Output : CAR ORBIT2 correct? 

Yes it is. The confusion arises because one may not consider the max speed of the vehicle. Even if the speed of Orbits are higher, the vehicles cannot go faster than its speed.
